Judicial Branch Responds To Allegations Of 38% Staff Increase In 10 Years

My name is Rhonda Stearley-Hebert, manager of communications for the Judicial Branch. I just saw your blog and wanted to send to you information that we sent this morning to Mr. Scully.

The Branch’s FY 03 budget reflects the addition of the 863 positions for the judicial marshals.

In addition, the Legislature increased the number of adult and juvenile probation officers by approximately 300, to implement new programs designed to reduce the prison and juvenile detention populations.

Finally, the Legislature added approximately 120 juvenile detention staff, to accommodate the increased population and the opening of the Hartford and Bridgeport detention centers.

Please find below the breakdown of the additional employees:

  • Judicial Marshals approximately 850
  • Adult and Juvenile Probation officers approximately 300
  • Juvenile Detention staff approximately 120

The blog stated that the Judicial Branch was budgeted for 3,051 employees in 2001 and 4,201 employees for this fiscal year. This is an increase of 1,150 positions. As you will note, the increase in marshals, probation officers and detention center staff account for 1,270 additional positions.

Thus, for the rest of the Branch, we have actually lost positions.
